NJ Kyleighs Law apply for me?

OK i know a little bit about this new law. But right now i am 17 and may 1 is when the law takes full affect. I turn 18 May 31. So some websites say under 21 have to have the sticker and follow the new regulations. But it also says with a provisional (prohibitory) license, when i turn 18 i wont have a provisional license but i am still under 21. So would i have to put a sticker on my car and follow the new rules even though i am under 21 but don't have a provisional license?
